RDÉE Manitoba

RDÉE ManitobaThrough its affiliation with the Réseau de développement économique et d’employabilité (RDÉE) (Economic Development and Employability Network), the Conseil de développement économique des municipalités bilingues du Manitoba (CDEM) provides access to a wealth of services to Francophone and Francophile business people wishing to use bilingualism to further economic development.

In Manitoba there are more than 100,000 who use French in their speech and work.

The mandate of the RDÉE Manitoba, which was founded in January 1996 and known as CDEM, is to foster, encourage, support and coordinate economic development in the member communities of the Association des municipalités bilingues du Manitoba (AMBM).

As advocate for the economic sector of the Franco-Manitoban community, the CDEM offers consulting services to implement:

  • Business plans
  • Market research
  • Marketing Plans
  • Funding Research
  • Import/Export projects
  • Strategic Alliance Development

New entrepreneurs can also benefit from two programs that are starting up: Self-Employment Assistance (SEA) and the Business Incubator and Mentorship Network.

With the help of the RDÉE, the CDEM is working with 16 bilingual municipalities: De Salaberry, Ellice, La Broquerie, Lorette, Montcalm, Notre-Dame-de-Lourdes, Ritchot, Sainte-Anne, Saint-Claude, Saint-Georges, Saint-Laurent, Saint-Lazare, Saint-Léon, Saint-Pierre, Somerset, and Winnipeg.

Building prosperous communities together

The RDÉE Manitoba (CDEM) offers its services to groups, individuals or projects in any bilingual municipality. Confident that bilingualism furthers the province’s economic development, the CDEM agents work with men and women of vision to “build prosperous communities together” that will result in good living and investment opportunities!

Rural Development

The people in charge of rural development are involved in the strategic positioning of bilingual municipalities within the province as well as at the national and international level. This sector coordinates the Vision projects, that is, community development plans for each bilingual municipality.

“In addition to offering excellent services, the people at CDEM have always given me good advice and have pointed me in the right direction in getting my business started,” Kelly Curé, Design Online, Lorette.

Knowledge-Based Economy

A knowledge base plays a decisive rôle in the economy. It is not only the possessions of a community that matter to its economic value but also knowledge and access to information. So it is the skills and expertise of individuals and access to technology that make a positive contribution.

The CDEM works with corporations de développement communautaires (CDC) in providing high-speed internet access to bilingual municipalities.

“The potential that this represents for us is incredible. You snap your fingers and there it is on the screen,” Roger Barnabé, Seed-Ex Inc., Saint-Joseph.

Youth Integration

Youth integration is a fundamental condition for the economic development of bilingual municipalities. The youth component sets out to develop an entrepreneurial culture, by raising the awareness of young people and communities to the potential of entrepreneurship and the advantages of being one’s own employer.

The dynamic involvement of young people in the economic life contributes to ensuring the future of bilingual municipalities.

“The support of the CDEM was amazing. They supported me since the beginning: they helped me implement my business plan, putting my products on line and even with the opening of my business,” Michel Durand, Jogo Canada, and Saint-Vital.

Tourism

Several bilingual municipalities in Manitoba are destined to become authentic tourist destinations. They offer tourists special products that are not found elsewhere and promote the unique Francophone heritage.

Tourism thus plays a key rôle in enabling bilingual municipalities to take advantage of the extra dimension of the bilingual factor. To do so, the RDÉE Manitoba (CDEM) supports private and community initiatives to generate the development of products, attractions and events as well as tourist packages.

“The good thing about the CDEM is that, as soon as you need something, you call them and they put you in contact with the right people. In that way, you don’t have to reinvent the wheel.” Louise and Cyrille Durand, Émeu Ville, Île-des-Chênes.
